The Deendayal Antyodaya Yojana – National Urban Livelihoods Mission (DAY-NULM) is a flagship programme of the Ministry of Housing and Urban Affairs (MoHUA), Government of India. The mission aims to reduce urban poverty by enabling the urban poor to access sustainable livelihood opportunities, skill development, and financial inclusion. It seeks to uplift the lives of the urban poor by providing them with self-employment opportunities, enhancing their skills, supporting street vendors, and ensuring access to credit and basic services.
In Assam, the Mission is implemented by Assam State Urban Livelihoods Mission Society under Department of Housing and Urban Affairs (DoHUA), Govt. of Assam since 2015 till Sept, 2024.
Vision
To build strong community-based institutions of the poor that can help them improve their social and economic well-being and integrate them into the mainstream of urban growth and development.
Key Components of DAY-NULM
1. Social Mobilization and Institution Development (SM&ID)
Formation of self-help groups (SHGs) for urban poor women and their federations.
Building capacities of SHGs through training and handholding.
Empowering communities to access entitlements and services.
2. Capacity Building and Training (CB&T)
Providing skill development training for urban youth and women.
Linking trained individuals with suitable job opportunities.
Partnering with skill training agencies and industries.
3. Employment through Skills Training and Placement (EST&P)
Market-oriented skill development programmes.
Assured placement or self-employment support for trained candidates.
Special focus on youth, women, and disadvantaged groups.
4. Self-Employment Programme (SEP)
Providing financial assistance and interest subsidies for setting up micro-enterprises.
Facilitating access to bank credit for individual and group enterprises.
Support for sustainable livelihoods through entrepreneurship.
5. Support to Urban Street Vendors (SUSV)
Identification and registration of street vendors.
Issuing identity cards and vending certificates.
Creation of vending zones and provision of social security benefits.
Skill training and credit support for better livelihoods.
6. Shelter for Urban Homeless (SUH)
Establishing permanent shelters for the urban homeless.
Providing basic amenities such as water, sanitation, healthcare, and security.
Rehabilitation and reintegration of homeless individuals.
7. Innovative & Special Projects (I&SP)
Implementing innovative projects for livelihood promotion.
Piloting new models and best practices for urban poverty alleviation.
Scaling up successful initiatives across cities.
Impact of the Mission :
DAY-NULM has empowered lakhs of urban poor through self-help groups, skilling programmes, and financial assistance. By focusing on entrepreneurship, social inclusion, and dignity of labour, the mission continues to transform lives and strengthen urban communities.
